Strengthening the ‘Rotas Rurais’ programme to ensure the traceability of agricultural value chains
This initiative provides support to the São Paulo State Secretariat for Agriculture and Food Supply, through the Institute of Agricultural Economics (IEA), to consolidate the system of Digital Rural Addressing (ERD), an information and geolocation platform that enables the mapping of rural areas. In addition, an awareness-raising, outreach and training campaign is being rolled out, aimed at small and medium-sized enterprises, as well as traditional communities in the state of São Paulo – Brazil’s leading exporter of agro-industrial products and the only state to produce all seven raw materials covered by the EUDR: cattle, cocoa, coffee, oil palm, rubber, soya and timber.
Implementation period: March 2026 – November 2026.
Expected results
Mapping and selection of local authorities which may be affected by the app of the European Union Regulation on deforestation-free products (EUDR) and those with the greatest need for technical support in accessing transparency tools for their value chains.
ERD Coordination with initiatives and stakeholders involved in the implementation of the EUDR, such as traceability tools, the Copernicus Programme and its Sentinel satellites, geolocation systems and satellite monitoring, amongst others.
Design and implementation of a awareness-raising, outreach and communication campaign on the EUDR and traceability tools for small and medium-sized enterprises, alongside indigenous peoples, Quilombola communities and riverside communities in areas remote from urban centres.
Programme of training of local trainers, delivered in person in the selected municipalities and online for technical staff from public institutions, cooperatives, associations, fair trade organisations, rural trade unions, rural workers’ unions and producer leaders, amongst others, so that they can act as information disseminators.
Creating a digital repository information on compliance with the EUDR on the Secretariat’s website or on the pages of its affiliated bodies.

Cooperation with São Paulo to support producers in complying with the EUDR
São Paulo, 6 March 2026.– The São Paulo Institute of Agricultural Economics (IEA-APTA), which is linked to the State Secretariat for Agriculture and Food Supply, and AL-INVEST Verde will work together to strengthen the Rotas Rurais programme in order to improve traceability and transparency within production chains, with a view to complying with the EUDR Regulation.
